CA-NEWS (KZ) - Three police officers were brought to criminal liability for the use of firearms in Zhanaozen, Tengrinews.kz said citing Kazakh General Prosecutor Askhat Daulbayev.
According to the statement of the General Prosecution, the following persons were brought to criminal account for the use of firearms excessing their authority that led to the death of people:
- head of the anti-extremist division of the Interior Department in Mangystau region Bagdabaev;
- first deputy head of the Office of the Internal Affairs in Zhanaozen Bakytkaliuly;
- police inspector under Interior Department of Mangystau region Zholdybaev.
For the improper performance of his duties, deputy head of the Department of Internal Affairs (DIA) of Mangystau region Utegaliev was also brought to criminal account.
The investigation has shown that in most cases police officers acted in accordance with law under a real threat to the lives and health of both the civilians and the police officers themselves, Daulbaev noted. "Nevertheless, in some cases use of firearms and special devices by the police was of disproportional character, reaction to the acts of the attackers was unequal to the threat thus leading to the death and injures of people," the General Prosecutor said.
Investigation was held on the death of Bazarbai Kenzhebayev, who had allegedly died of injuries inflicted to him in Zhanaozen temporary detention facility.
Investigation has looked into the circumstance of the death of Kenzhebaev Bazarbai, who according to the statement of his relatives died because of the bodily injures that he suffered in the Temporary Detention Facility of the Office of the Internal Affairs of the town of Zhanaozen.
On this fact, Head of the Temporary Detention Facility of the Office of the Internal Affairs of Zhanaozen Temirov who allowed illegal detention of Kenzhebaev and did not arranged timely hospitalization for the latter, is being brought to criminal account.
Along with that, measures are taken to identify those who have beaten the deceased.
