CA-NEWS (KZ) - President of Kazakhstan Nursultan Nazarbaev addressed people of Kazakhstan a week ago and publicly criticized Nur Otan party. This time the President talked about strategy for the next decade "Kazakhstan-2020".

It should be noted that President Nazarbaev loves phrases with numerals. Earlier, there were "Kazakhstan-2030," aim to enter the most competitive 50 states in the world, "100 schools, 100 hospitals," 30 Corporate Leaders program, "10 steps towards common people." This meeting of Nur Otan political council was also full of rant.

From Nur-crisis to Nur-development

Last President's address was held in March 2009 called "Through crisis to revival and development." Nursultan Nazarbaev said: "The situation is not changing for the better." He also was convinced that "after this global crisis the world system of economy will change and state political control will as well be an option. The Prime Minister was responsible for implementation of anti-crisis program. The goal was to reconstruct and modernize public networks, repair roads and implement social programs. To counter unemployment USD 950 million was allocated. Nursultan Nazarbaev was convinced that it will be possible to create 500 thousand work places and increase GDP by 5% in the next 5 years.

Once again, he turned to the media "to stand out as an adviser for the people in the issue of overcoming difficulties." He advised to give citizens positive examples of other people's experiences. As the result, Nazarbaev appealed to people to show diligence, be frugal, wise, preserve peace and harmony in the country in times of crisis. Of course, the country's political elite had expected that the message will contain a political dimension. But it was not there, therefore, political analysts and experts have concluded that 2009 will be held under the sign of the struggle with the crisis without democratic reforms. The predictions were true.

"Nur-Kazakhstan-2020"

This time the president's message had a long title: "New Decade - New economic recovery - New opportunities of Kazakhstan." Nur Otan party was put in charge of "new growth" this time. Previously it was the Government.

First of all, the head of state noted that "we have solved all the tasks outlined in the first decade of XXI century." According to his words, we should be proud of the fact that "global financial and economic crisis has not halted our development," "we have defended the country's finances," "we have not abandon small and medium enterprises," "agro-industrial complex received unprecedented assistance," and so on. "Everything was done under my control, promptly and publicly," modestly noted the president. And since the crisis is over, we should "proceed with implementation of Development Strategy up to 2020." It should be noted that development of economy is still on top. To be more precise it is diversification of the economy. Therefore it is necessary to increase productivity and implement innovations. This is "the only way we can enter the top 50 competitive states list of the world," Nursultan Nazarbaev said.

Rural workers, however, did not receive ten years for development. In the next 4 years they have to increase productivity at least two times and insure 80% food security of the state. For this purpose, staff should be prepared and research centers established to diversify the economy of the state Nursultan Nazarbaev set a task to master USD 30 billion of foreign investment, launch "Road Map Business - 2020," and increase GDP of small and medium businesses up to 40%. "Each company will be required to report on productivity every month, quarter, and year," Nazarbaev said to Nur Otan party members. In sphere of education, Nazarbaev plans in ten years to turn to 12 years of school model and resolve issue with kindergartens. In health care sphere, he set goals to halve maternal and infant mortality, reduce mortality rate by 30% and extend life expectancy up to 72 years.

To summarize President's statement, every citizen of the republic by the year 2020 will live well just like under communism. Every one will have "quality health care services," accessible "quality education from kindergarten to university," housing and public will be significantly improved, and "pensioners, poor, and handicapped will be protected." And all these economic and social miracles will happen under the leadership of Nur Otan party, as the President did not mention any other political force in the state.

Nur-tasks for Nur Otan

Nurstultan Nazarbaev arrived at the meeting of Nur Otan political council after outlining bright prospects and setting goals. Quotations from Prime Minister Karim Masimov's speech worth mentioning:

- This is a strategy of victory! The President has always been with the people, worked for the people and cared about everyone. The whole world is talking about "Kazakhstani miracle," which would be impossible without Nursultan Nazarbaev! Because each our success, every step forward in welfare and prosperity - is the result of brilliant foresight, titanic work and amazing dedication of our President, for the sake of anyone who believed in him and said: "My President - only him!"

However the President impressed with the speech started to criticize mass media:

- Various foreign programs "pressure" our programs and channels. There is a large number of publications in our country that have no single word about Kazakhstan. Who allowed them to be here?

But the staple of the council was Nursultan Nazarbaev's question addressed to state officials. "People appeal to me because they have no other choice. Then, why are you needed? What are you doing there?" the president outraged.

The President proposed an alternative to the government officials either to "change - or leave."
